1. Remove the screws
2. Lower one side of base into stake pocket
3. Center Bull Ring in hole
4. Lift by ring and hook behind lip of pocket
5. Pull up on ring while installing screws
6. Tighten by hand with Cross Driver
7. Do not over tighten
