These are cheap pulleys. There are no mounting holes so if you’re using them for a kayak anchor trolley or something where they have to be mounted, you have to pull the bolts out that hold them together and use those holes. The problem is when you pull those bolts the pulley comes apart and about 15 little plastic balls end up everywhere so be careful.
