I have used these to clamp scrap steel pipe on the INSIDE of the working level of my scaffolding. I stress the INSIDE because I am comfortable that bumping onto my makeshift safety rails with the brackets under compression is fairly safe, if they were on the OUTSIDE and under tension I wouldn't feel so safe. I'm certain that my use is not OSHA compliant and I cannot say that my use is even safe, it has to be better than nothing for my use.
