This was the only lockout I could find that fit the handle of my valve. Very adjustable for most any need. Heavy plastic so not unbreakable but avoids accidental turn on.

It seems to be designed to work only on older type of valves. The ones with very slim handles made of metal. The newer ones made of plastic do not fit into the slot on the lock. Believe me, I have tried every possible way. And I was trying to put it on a 3/4 inch pipe, so fairly small. I would find a different design.

Bought these to lock out 1/4 turn ball valves on 3/4" water line when HOA owners don't pay their dues. They would work very well if needed. They are plastic so I suppose someone could hacksaw them off, but they are mainly just for show and since word off the purchase got out nobody has been late.
