Beside the actual bar, there was a plastic ba with rubber washers and screws. There was no instructions nor brackets included in which to attach

This works very well and is very sturdy. The screws make it impossible for it to slip, though it seemed fine without them.There were no instructions, so it took a minute to figure out how to install it. basically just unscrew the ends. Final tightening with the bar.

I liked the security of the screw in rubber stops to secure under each end of the bar to keep it from slipping.
