Does not show up as Bluetooth and the exe file says “denied” when you attempt to download driver from thumbdrive.

I work in IT, i know what i'm doing. I followed all instructions. The device DOES NOT show up as a bluetooth device in my iOS Bluetooth system prefs pane. yes the battery is connected, yes the power is on. I tried to ask for tech support but simply got the boilerplate "how to connect via bluetooth" copy-paste response.

Hey, I need help my printer won’t turn on it will flash the blue light and the power light will be green for a millisecond and then nothing. Can anyone help me? Or is there a technical support number I can’t find my box or manual.
