Tsuka-ito is the wrapping of the tsuka, traditionally silk but today more often cotton and sometimes, leather.
A sageo is a hanging cord made of silk, cotton or leather that is passed through the hole in the kurigata of a Japanese sword's saya. There are a number of different methods for wrapping and tying the sageo on the saya for display purposes. In some schools of Iaid, the sageo is tied to the hakama when practicing.

Very fast shipping, came exactly as described, in fact much longer than I realized. The grip on my blade is much more sure now. Thanx!
