Rented a local material yard tow mixer with 1 yard of concrete. As they were filling the mixer I threw in the fibers a few shakes at a time, maybe 5-10 times until the bag was empty over a few minutes. Only a few fibers stick out after finishing and my finished said to just burn them off with a torch. If it's a walkway shoes would wear them off.
