Per the product spec sheet and the label on the ballast itself, it is not rated for 2xF8T5 bulbs. (The Fulham ballast for 2xF8T5 bulbs has been discontinued.) It is rated for 2xF13T5 or 1xF13T5 + 1xF8T5, among a few other combinations.
