Update 2023/04/26: The new set sent to me was also in a really damaged packaging. The upper ring is still smaller than the second ring. It's right on the edge of the upper gap limit so I have to decide if I want to use them or find some alternatives.According to the WJ Service manual, the 4.7L H.O. engine's top and second rings have the same width of 1.472 - 1.490mm and a ring gap of 0.37 - 0.63mm. The bag with the second ring has the correct size rings but it's stamped with TOP on the ring itself. The bag with the first rings has rings that are smaller in width causing the ring gap to be more than the 0.63mm limit. This is very confusing and incorrect. I did a lot of research before settling for these rings to find that they won't fit.My engine is standard and the rings are standard. No modifications.
