Tried to submit previously, didn't show.Holes for bolt heads were smaller than standard stainless steel bolts. One cleat mounted with bolt heads almost completely below the top of the cleat.The other cleat, in the picture, would not allow bolt heads to go below the surface of the cleat. This would cause wear on the dock lines. When I tried to seat the bolt head in the hole, the horn broke (see pic).Very poor quality control.Then went to local marine supply. They cost less and the bolt heads fit perfectly in the holes on the cleat.So glad Amazon has full refunds.
