My Opinion (after a long career in heavy industry) is that bearings need to come in separate boxes, and be shipped with some impact protection. Kit has everything I needed, EXCEPT, a tab locking washer. There is a cotter key which will work for some, but my Dexter axle is not drilled for a cotter key, and so uses a tab washer instead. It was clear that the kit came only with a cotter key, and I got everything that was promised. Quality is average. Should be good enough for most all trailers that use this size. You also need wheel bearing grease (of course) and a torque wrench. Follow your manufacturers' preload and torque specs.
