You would think it would come with the screw tightened, nope. A lock washer, nope. A patch screw, nope. Loctite already on the screw so it won't vibrate loose, nope. An easy hane to turn, nope. So add your own loctite and get ready to grip this like hell as you push in to get it to turn....
