Because you can't cut a darn thing with them. Impossibly dull. They may work after I sharpen them, but I don't expect to have to do that right out of the package.

These gouges are decent. They will need to be sharpened and honed the moment you get them. You may even want to change the angle they were originally sharpened at. They are virtually unusable out of the box. However, the steel is pretty good. The way I see it, is if the steel is good then you have something that you can work with. After honing and fixing the angle, they are as good as any other. They are a strong steel too. So that means a long hard time to sharpen, but once sharpened; they will hold an edge.Remember that: if it is easier to sharpen then it is a soft steel. You want it hard to sharpen, so it is strong enough to hold an edge. The manufacturer did not put any heart and soul into these gouges, you are required to do this to them. After the steel quality, you are paying for the honing job that the manufacturers do. A $100 chisel costs more because, someone sat there and honed it for you already.Expensive chisels have a good steel and a good hone. These have the steel but NOT the hone.Other cheap chisels have cheap soft steel too. These do not have the cheap steel. So buy them, then love them for a few hours by honing and fixing them up the way you want, then own a set of really good chisels. If you don’t do that, then you will try to carve with dull awful gouges out of the box, then you will break your hand and cut yourself using too much force.Good luck.Ps. I always hone my chisels when I get them anyway. Always sharpen and hone your new chisels.
