Thick plastic coating is such that the inside diameter is well under 1.5", and it will not hook over the edge of a 2x4. I cut the plastic off and just used the metal bracket inside, which required some filing down to make it smooth. It got the job done, but if you need a coated bracket with a true 1.5" dimension, this one isn't great.

These are just fine for what they are. But they cost 4X what they should.

These hooks work perfect for the ladder I added to my grandson's loft. Nice stiff metal wrapped in a vinyl. Was having a hard time finding hooks with a 1 1/2" inside hook for the 2" x 6" side boards I used, but these solved that problem. Hooks are only 9/16" wide, but feel plenty strong and will fit a ladder that uses a 1" board (really 3/4") rather than the 1 1/2" I used (two 1" glued together). Comes with #6 by 3/4" length screws , but I replaced with 1" length screws I had to give more grab. Would buy again if I ever made another loft ladder.
