I picked this up to carry a couple of 2.5 gallon Fuelpax on my camper. I just returned from a 2 month / 4,000 mile trip aruound the southwest and these worked perfectly, holding the fuel jugs snug for the entire trip, even after many miles of washboard roads. Very happen with them for the price. No lock, but they're problematic anyway, I just got a cheap cable lock to run through the handles of the jugs and that worked great.
