Judging by the problems experienced by others, and the fact that there are no instructions provided, I have come to the conclusion that installation was attempted from the back side of the inner primary, instead of from the inside. Called the mfr, he sez install from inside.

O-rings provided were too large a section, had to move to a smaller section o-ring. Locater hole misplaced, had to enlarge and move. Bolt provided to anchor is too large to clear my motor, had to go to a button head, file flats on it to use the locking tab. The backing plate also interfered with my motor, had to machine off some to clearance. Still, I couldn't make the basic part, so I had to modify and use it.
