This kit although used was complete with the piece that fits into the hitch where the ball mounts. I found it was easier to use a scissor type transmission jack to hold it in place when I marked and drilled the 6 mounting holes. Seems like a sturdy design and a good value for the money.

I wanted a hitch to put my bike rack on my 2005 CTS V. This one worked. You have to measure and align before you drill but it makes sense based on the space available on the car.
